JOB SUMMARY
This position directs the operations of the county library system.
ESSENTIAL FUNCTIONS
· Develops and implements library policies and procedures.
· Directs, monitors, evaluates, and administers all the library's programmatic, fiscal, and personnel functions.
· Ensures compliance with local, state, and federal regulations.
· Coordinates and collaborates with other local agencies and organizations.
· Administers grant funds; prepares and presents budget requests; manages budgeted funds.
· Administers personnel policies and supervises library staff; completes performance evaluations.
· Provides training to library personnel in the sue of printed reference materials and electronic resources.
· Coordinates long-term library planning for the development of library services.
· Directs public relations campaigns to promote the library within the community.
· Assists in the planning of new construction or alteration to existing facilities.
· Coordinates the development of library collections.
· Prepares and submits a variety of regular and special reports.
· Participates in professional organizations and meetings.
· Performs related duties.

SUPERVISORY CONTROLS
The Library Board assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include county personnel policies and procedures, the Saluda County Library Policies and Procedures Manual, the Library Director’s Handbook, Standards for South Carolina Public Libraries, state law, the American Library Associate Code of Ethics, and the Library Bill of Rights. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
COMPLEXITY/SCOPE OF WORK
· The work consists of varied duties in planning, directing, managing, and supervising the operation of the county library system. Frequent changes to information technology standards and the rapid development of new trends in library services contribute to the complexity of the work.
· The purpose of this position is to direct the operation of the county library system. Successful performance in this position assures the effective and efficient operation of county libraries.

· Contacts are typically with coworkers, elected and appointed officials, other county employees, representatives of other libraries, vendors, business leaders, educators, and the general public.
· Contacts are typically to give or exchange information, resolve problems, provide services, motivate personnel, and justify, defend, negotiate or settle matters.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
· The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects.
· The work is typically performed in a library.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Children’s Services Coordinator (1), Library Assistant (1), and Library Aide (1).
MINIMUM QUALIFICATIONS
· Knowledge and level of competency commonly associated with the completion of a Master of Library Science degree from an ALA accredited university.
· Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
